The Johnstown Redevelopment Authority maintains a staff of 6 employees, an AmeriCorps member, and a part-time solicitor. A five-member board, appointed by the mayor, oversees its operations. Board Members serve staggered five-year terms. Authority business is conducted at monthly public meetings held pursuant to the requirements of the Pennsylvania Sunshine Law. The Authority meets on the third Tuesday of every month at 6:00 p.m. in the Redevelopment Authority Conference Room on the fourth floor of the Public Safety Building.
The Authority appoints Legal Counsel on an annual basis. William Gleason Barbin has been Legal Counsel since 1982. Engineers and other consultants are engaged on a per project basis pursuant to RFP's.
