Understanding Your Bill
Charges are based on the amount of water a customer uses during a quarterly billing period.
Because your sewage bill is based upon water usage, your bill may vary each quarter. Factors which impact both your water and wastewater bills are:
- Seasonal Conditions
- Changes in the number of occupants in your home
- Water conservation
Johnstown Regional Sewage Rates

| 0 - 6,000 gallons | $21.74 minimum |
| 6,001 - 40,000 gallons | $3.62 per 1,000 gallons |
| 40,001 - 100,000 gallons | $2.04 per 1,000 gallons |
| 100,001 - 200,000 gallons | $1.23 per 1,000 gallons |
| 200,001 - 300,000 gallons | $0.87 per 1,000 gallons |
| All over 300,000 gallons | $0.76 per 1,000 gallons |
An additional surcharge of $2.00 per month was added to your bill in October, 2008. This additional funding is designated to address the wet weather issue and associated repairs to the interceptor system.
Why do I get more than one sewage bill?
Every Johnstown Regional Sewage customer is billed a quarterly sewage treatment charge for the treatment of sewage at the plant. In addition, each customer is billed by the municipality or organization which owns the lines carrying sewage to the plant – i.e., Highland Sewer and Water Authority, Ferndale Borough, etc.
